CAFO OVERVIEW

Confined Animal Feeding Operations (CAFOs) are a very significant source of biological waste products in Kansas.  In order to better understand the scope of this problem, consider the following:

An Animal Unit (AU) is a unit of measurement intended to make comparable the waste generated by different species.  It is set by Kansas law (KSA 65-171d) as:
The number of beef cattle weighing more than 700 pounds multiplied by 1.0
The number of cattle weighing less than 700 pounds multiplied by 0.5
The number of mature dairy cattle multiplied by 1.4
The number of swine weighing more than 55 pounds multiplied by 0.4
The number of swine weighing 55 pounds or less multiplied by 0.1
The number of sheep or lambs multiplied by 0.1
The number of horses multiplied by 2.0
The number of turkeys multiplied by 0.018
The number of laying hens or broilers, if the facility has continuous overflow watering, multiplied by 0.01
The number of laying hens or broilers, if the facility has a liquid manure system, multiplied by 0.033
The number of ducks multiplied by 0.2

A rule of thumb is the amount of waste produced by an adult human is 1/10 that of an adult cow, or 0.1 AU by the scheme outlined above.  By that standard, and given that the total human population of Kansas is 2.7 million (U.S. Census estimate for 2005), the amount of biological waste generated by people in Kansas is equal to 270,000 AUs.  The total of all cattle, hogs, horses, sheep and poultry in CAFOs in Kansas in 2005 was 5,884,807 AUs - producing about twenty two times the waste generated by all the people in the state!

The Kansas Department of Health and Environment issues permits for the operation of CAFOs and maintains records of all the CAFOs statewide.  Based on those records, the following table summarizes what the total Animal Units are in each sub-basin of the Arkansas River within Kansas, and how that has changed over the last few years.

It is notable that the totals for just two sub-basins, the Upper Arkansas and the Cimarron, far exceed all the other sub-basins in the state.  In fact, the Upper Arkansas and Cimarron sub-basins each constitute 25% or more of the total for the entire state.  The Upper Arkansas total - by itself - exceeds that of the entire Kaw Basin, as may be seen in the table below.

Persons wishing to comment on or object to the draft documents and/or permit applications must submit their comments in writing to the Kansas Department of Health and Environment if they wish to have the comments or objections considered in the decision making process.

All comments regarding the draft documents or application notices must be received on or before the due date.  These will be considered in the formulation of final determinations regarding this public notice. Please refer to the appropriate Kansas document number (Example: KS-AG-05-287/298) and name of the applicant/permittee when preparing comments.

After review of any comments received during the public notice period, the Secretary of Health and Environment will issue a determination regarding final agency action on each draft document/application. If response to any draft document/application indicates significant public interest, a public hearing may be held in conformance with K.A.R. 28-16-61 (28-46-21 for UIC).

All draft documents/applications and the supporting information including any comments received are on file and may be inspected at the offices of the Kansas Department of Health and Environment, Bureau of Water, 1000 SW Jackson St., Suite 420, Topeka, Kansas. These documents are available upon request at the copying cost assessed by KDHE. Application information and components of plans and specifications for all new and expanding swine facilities are available on the Internet at http://www.kdhe.state.ks.us/feedlots.  Division of Environment offices are open from 8 a.m. to 5 p.m., Monday through Friday, excluding holidays.
